An Example of Hiring Sine Iactura to Establish a New BOOT/PFP Unit in a Treasury or Ministry of Finance

 

If you are contemplating establishing a BOOT/PFP Unit you may need an Executive Consultant :

  • to give the best possible advice to the new Unit Chief for trial applications of the BOOT/PFP procurement of public services from significant public assets created and financed by private consortia; and

  • for the training of subordinate staff for their new roles.

 

The development program will require planning for how the new Unit :

 

  • will position itself in the existing departmental organisation structure and public finance arrangements;

  • may assist contracting agencies plan for and negotiate contracts with the private sector that may need to be administered over 25-30 years or more;

  • can develop methods to assess and processes to arrange for government approval of those projects which should be delivered through private ownership and finance; and

  • might identify its own shortcomings and changing developmental needs over time.
